In this dynamic world of healthcare design and construction, we are often faced with trying to evaluate consultants, many of whom have extensive portfolios and resumes. As the head of Hoag’s Real Estate and Facilities department my focus is on trying to identify those professionals who want to be our true business partners and help solve the complex and often conflicting priorities that we face on a daily basis. From that perspective, its my pleasure to HIGHLY recommend Todd A. Davis and the Davis HBC, Inc. team. The Davis team has been providing IOR services to Hoag since 2001. They work collaboratively and proactively to assure that our high standards are met. Over that time period, they have worked on a myriad of project types and approach their work with tremendous professionalism.

I’ve worked directly with Todd and the “Davis” group for many years at Hoag Hospital campuses in Newport Beach and Irvine, through hundreds of various projects and remodels. Their solid professional reputation with OSHPD precedes them, and was essential for keeping all projects on time and running smoothly.

A notable project we worked on together was the Ancillary Building Remodel (ED/ECU) HL 050402-30; this was a five-year job with six phases, and the complexity required IOR services be completely integrated into the project team. They successfully coordinated the third-party testing inspectors for multiple projects maximizing their availability which added value of time savings along with fiscal responsibility.

The proactive approach to plan review, document control, verifying site conditions, and problem solving made them a vital asset to the project team. They were able to manage complex multi-increment permits including seismic, NPC & SPC upgrades, and major renovation TI within an active acute care hospital.

For the last eleven years I have worked with DavisHBC on numerous OSHPD projects both small and large at two different hospitals. DavisHBC has always supplied qualified inspectors that are professional and efficient in their duties. The company has always maintained a great relationship with the OSHPD field staff enabling us to move forward on projects without delay. This relationship has allowed us to work through concerns and questions to the satisfaction of OSHPD without requiring an additional visit.

The leadership at DavisHBC understands the importance of the projects and the benefit to the communities the hospitals serve. To that end, their goal is always to help the owner drive projects to completion. They are always proactive on projects and serve as an advisor to the owner and construction manager. The cooperative and team attitude makes working with the DavisHBC staff uncomplicated in every aspect.

This letter will serve as a recommendation for DavisHBCinc. and owner Todd
Davis. Todd and I have had a relationship for more than 10 years performing
OSHPD projects throughout Southern California. I cannot say enough about
Todd and his Staff’s technical skills both in Compliance and being a part of the
team to deliver a project Todd and his staff are in a class by themselves when it
comes to working with the Owner, GCs and OSHPD Field Staff.

We’ve found Todd’s ability to estimate the cost of IOR and Deputy Inspectors
time to be very helpful when building our Owner’s budgets and not exceeding
those during the project.

Currently we’re working with Todd and his folks on six different campuses in So
Cal and wish we had them on more of our projects.

I would recommend Todd for any Inspection Services needed, their a true teamoriented group focused on delivering the project on time and within budget. In
this economic environment it can be difficult to select the right IOR Team that will
protect you project investment.

Engaging Consultants, Contractors and Vendors always presents challenges regarding competency, commitment and character. As the Senior Project Manager, and as a member of the REFCO team at Hoag Hospital Newport Beach for the last fifteen years, it has been our role in the facilities (REFCO) department to retain those who will join our team as business partners – not just vendors.

Todd Davis and his team have been on-site here at Hoag for a number of years and
routinely exceed expectations. It has been my pleasure to work with the Davis team
on many challenging OSHPD projects – often introducing technology and products
not regularly seen by the OSHPD LA and OSHPD Sacramento teams. At the Newport
Beach and Irvine Campuses the Hoag teams
(Planning/Construction/Engineering/Operations) have all grown to rely on the
prompt and qualified participation from DavisHBC – as they are ready to support us
around the clock, as necessary to get the job done. Bringing their professional
experience to the table, they routinely join us in discussions with the Architects as
we consider early design efforts – their input has made material improvements to
our projects – in design. This team has earned our trust in their work as a Hoag
business partner.

I’d like to recommend Davis HBC for any and all health care construction or remodel projects, including large scale projects with ground up construction.I have had the opportunity to work with Michael L. Davis Sr., Michael Davis II, and Todd Davis on the Hoag Hospital Women’s Pavilion East Tower, and also the Little Company of Mary South Tower Addition. The teams they assembled successfully navigated these projects and got timely sign-offs with the state. Their unique relationship style with OSHPD field staff and office staff sets them apart as a group.They integrate well as partners with the contractor and the designer to reach goals and accomplish deadlines.
